Most likely he wrote this snippet himself , he's using sublime text and a quick search on https://packagecontrol.io/search/bulma yielded nothing but an auto-complete
you can add your snippets to sublime text (or any other IDE) too.

Bulma snippets? How? en wher to get them
Hello,
I'm new to this platform. I started working on Laravel 5.7 form scratch, I'm currently at episode 12. But im hitting a hard spot. @ 3:15 there is al bulma snippet used. How do i get those? Ik can't seem to find the right one on Google.

Hello, i install plugin Sublime Snippets Support and choice Sublime Snippets Root: C:/SublimeSnippets and extract https://github.com/OthmaneBlial/Bulma-Snippets-Sublime-Text-Plugin here phpstorm show me *.sublime-snippet in editor -> live templates -> Sublime Snippets but doesn't work for me. and no show checkbox in "editor -> live templates" bulma or Sublime Please help
