Why not you just run all of your composer command in localhost and than just upload all files in live site via ftp?
You don't have to run composer on share hosting than.

Running composer on server
Hello,
My company subscribe a webhosting from a webhosting company.
I wonder if I can migrate tables on server. Like if I am on localhost I can use composer to do that. What about online on the server?
Someone mentions using putty, but I am using sharehosting which my web hosting tech support mentions that it is not allowed on share hosting.

Is migration only be able to run from the composer?

You can log into the DB through Sequel Pro or another DB interface and do everything from there. There is even a plugin for Sequel Pro to create Laravel migrations. If you have to use PhpMyAdmin then here is an article that show how to do it.

Of course, if you have SSH access then run composer migrations from inside the service.
