It depends a bit. If you are using very dynamic headers and footers then it might be a good idea. Are they however quite static I think it's better to place them in the master layout file. There really isn't any right or wrong as to what you extract into a component. So I suggest you use the KISS (Keep It Simple Stupid) method and don't over complicate things.
