Slow Terminal Commands and 504 Gateway Time-out

So, this morning my MacOS running High Sierra Version 10.13.6 started acting funny (not sure how to describe it better), but all terminal commands (e.g. php artisan) are taking FOREVER. On top of that whenever I try to go to the site I am building I get the following: 504 Gateway Time-out nginx/1.15.2. I have tried updating all that I can think of and clearing logs, but to no avail. Can someone please provide a suggestion for troubleshooting? Stack Overflow and other forums have provided no useful information. Thank you in advance!

I'd open up the activity monitor in MacOS and see if something is hogging the cpu/memory.

Something called kernel_task is taking up an enormous amount of memory of CPU % and memory.

it happens sometimes. Im sure you have, but try rebooting... check it again.
