Problem with start php

Hi! Maybe this is not topic for this forum, but i think that someone will help me. When i try to start php on cmd this error pop up: ,,Warning: PHP Startup: Unable to load dynamic library 'c:/wamp64/bin/php/php7.1.9/ext/php_intl.dll' - The specified module could not be found. in Unknown on line 0,, File ,,php_intl.dll,, is there and its checked but still could not be found. I try everything that i find online but nothing resolve this. I use win10 64bit and wamp server. On my pc where i run win7 32bit that work perfectly. I would be eternally grateful to anyone who help me with this! Thanks in advance!
