Package for automated workflows

I have been asked to build a basic version of Zoho's automated workflows into my app. They are basically a no-code way of letting the client set up events (usually emails) based on some logic. A few examples would be:

When a user is created if they have not logged in within 7 days then send them a reminder email. When a field is entered in a clients record, send a link to a webform for them to fill out.

I was hoping to find a package to help with this but I cannot seem to find any. Does anyone know of any?
