SEO benefits on External links and relative links

I have a discussion with a SEO when he told me that the links with the full domain is bad for the SEO page because some robots take this link like external links for example the full path for style files and javascript files.

This is correct?

With html facade is posible to change the route for relative paths?

he told me that some SEO tools show the percent of external links and if more than internal they penalize you, maybe to think to is a farm link page

I'm not sure who you were talking to but all popular bots know that's it's not an external link. As long as the link is the same structure as the current URL, it's fine. Don't link to www.domain.tld if your domain is domain.tld.

I more experienced with Google bots then the others and utilize google analytics all the time. @bashy is correct in the fact bots detect your base url and any links that match the base (home page) they are listed as internal links. This is not to say it's the best practice but a nessesity for dev to live environments to allow your app to utilize full url path depending on the environment.

External links are from one domain to an entirely separate domain. They may be links from your website to another website to provide additional information for readers & Internal links are only within your own specific website or domain. Both are very beneficial in SEO.
