Send notifications from Lumen (API) or Laravel (Website) to respect the user's language

Hi,

I wonder what's the best choice between sending notifications from Lumen (API) or Laravel (Website) to respect the user's language. I mean the user can change his default language and send notifications from Lumen makes me maintaining language files in two separate directories.
