All the coloured dots and logo position not maintained in different screen sizes

I have this layout am working on, with a background image. Then there are dots and logos in absolute positions inside this layout.

I want the layout to be at full width and always maintain dots positions irrespective of screen sizes.

I will appreciate any solution to make it full width and maintain dots positions irrespective of the screen size. Below is a preview of the image.
