XDebug and Laravel Sail Config

My Current setup on my app I'm using Laravel Sail and have it setup so that I can use XDebug inside of my VSC IDE. correctly. However if I try and run any artisan command I get the following two errors.

Xdebug: [Step Debug] Could not connect to debugging client. Tried: host.docker.internal:9000 (fallback through xdebug.client_host/xdebug.client_port) :-(

As an example of a command I am running: sail test --coverage-html report/

Has anyone come across this problem?
