How can I decide the server plan I should go with?

I know it depends on the app functionality, but how can I measure this? even if I know the number of users, database queries, etc.

How can I answer that question to the client?

You can always scale up. I personally picked one of the lower ones (hetzner) and set up usage alarms in case ram or cpu ever hit 50%
