@dwix I would suggest to start with Laravel first. OctoberCMS is based on Laravel but it has its own learning curve which again is based on Laravel, so starting with Laravel in general is the way to go. I see most people build their own but maybe OctoberCMS has all the functions you may be looking for so maybe try it out after tinkering with Laravel but that is something you decide!

Hi, I'm actually hosting a user generated wallpapers website using Wordpress. But I want to switch to something more user friendly that will allow my visitors to upload any wallpapers though the frontend, like imgur. So after looking for some frameworks, I discovered OctoberCMS (based on Laravel). Before wasting my time in developing something that will work or not, I would like to know if OctoberCMS is a good choice regarding what I want to achieve ? Or perhaps I should go for Laravel instead ?

I concur, learn laravel on its own first. Most likely October has way more than you really need anyway. In fact, I'd wager that what you're looking to build could be pretty easily extrapolated from the Project Flyer series.
