Css / Js files does not show effect on the project although loaded ?

I thought the js / css files were loaded through the browser

but no effect on the page itself?

the 2 files were generated successfully and loaded successfully BUT the page loaded as it does not have css/js files

I have cleared the view and the cache

what could be the reason? I am in production and I have did npm run build ?

there is no hot file in public folder !!

no console errs
