Create file by selecting file type in Sublime Text

Hi People...

Jeff looks to right click and is presented with a dropdown containing file types such as php class, js etc.

When he chooses php class he is presented with a dialogue in which he enters the class name, namespace to use before the file is generated containing the markup.

I've searched high and low for an answer, plugin but with no joy. Is this a feature of ST once purchased?
