Yep, you the to pay an initial $99 for the first download. After that you can download and build unlimited project and only $99 for any project you launch.

Try Spark?
Honest question, not meaning to jump onto a hot button issue here. I thought I heard in maybe one of Jeffrey or Taylor's videos that Laravel Spark would be free for an infinite number of dev projects, and the fees apply to launched projects. Is this no longer the case? I signed up and provided my billing info, but I'm getting a 403 on a get request to spark.laravel.com during setup.
Am I understanding that I have to pay just to get my feet wet (aside from the tuts videos)?
