How to identify the delivery origin of a website?

I am an affiliate of a store and they have had over 90% of payments wrongfully declined. The report states that the majority of users are from Israel, when I asked them about this, they said it is due to the server from which the site is delivered. But the site is in Brazil, and I found this claim very suspicious.

How do I know from which country a website is being delivered?

But when I do a Whois, only the AWS DNS appears, and it didn't make much sense to me that a website from Brazil was being delivered by the server from Israel.

How do I identify where a website is being delivered from?
