should i learn PHP till advance before start using Laravel ?

I've some problem when i'm still at college i was so confused to learn about programming and when i try to learn web programming using PHP but didn't work, and my friend tell me to jump straight to learn laravel to make shortest time to know laravel.

what should i do learn from the basic again even i've got some basic when college or just focus learn about OOP and MVC in PHP or just jump straight to Laravel ?

You should learn about OOP and understand the principles of MVC and you can then start learning Laravel.
