I assume you just mean from your computer but still using an external smtp server? I cannot recommend setting up your own (i have in the past and it's not easy)

PHP mail sent?
Need some advice .. How to send a email through the localhost with SMTP in PHP 8.

Not sure what you want to achieve.. if you want to test your emails then use mailtrap.io as documented in laravel docs. If you want to send real mails then as @sinnbeck stated it's hard to setup you local SMTP server, but you can still use services like sendgrind.com and send mails via SMTP.
