I guess you have already checked, but, may be pdo extensions are commented out in php.ini file.

PHP 8.2 can't find pdo driver
Anyone else having problems with php 8.2 and can't find driver. phpinfo(); shows:
PDO drivers no value

I forgot to add the extension directory, php is on drive d and not c, silly mistake:
