Livewire 3 Where is wiretap?

i watched Caleb Porzio "Livewire 3" - Laracon US 2023 Nashville , and i saw him use a package called Wire Tap , it's a new livewire dev tool , i looked about it also i tried to required it through composer and cant find it ,

anyone know anything about that ?
