Um...if you by "web service" mean receiving and responding to HTTP requests, then yes.
Laravel can route GET, POST, PUT and DELETE requests and return a JSON response out of the box. For anything else, e.g. SOAP or XML, there's probably some library that you can install in a matter of seconds (naturally, you can also use plain PHP without a library to set headers and parse various formats).
