To enable maintenance mode, execute the down Artisan command:
php artisan down
To disable maintenance mode, use the up command:
php artisan up

"This makes it easy to "disable" your application while it is updating or when you are performing maintenance."
This is used on your live site in case you don't want your users to go to your website for any "maintenance" reason (bugfixing, updating...). You are the only one who can see your local project, so I don't see any reason to use it on your local environment.
