Hello,
I've changed the timezone in app.php to Europe/Amsterdam but the time
is 10 minutes behind?
What could be wrong?

Definitely sounds like either the server's time has drifted, or your local time is wrong. If not already configured, ideally your system and the server should both be pinging an ntp server periodically to reset their clocks.
A 10min discrepancy definitely seems like it would be more attributed to an incorrect clock than a timezone issue.
