you can delete vendor folder then run composer install, but I don't see what difference it makes to SVN as the vendor folder shouldn't be part of your repository

What happens if I delete framework? My purpose is delete and create again. I want to do this because I am usişng svn and I will do svnignore.

@Snapey I commit with unnecessary documents. I try to fix. I can not need delete to vendor, I want to delete storage/framework/cache and storage/framework/seesions

@onurzdgn well thats a different question
you need to tell svn to stop tracking those folders and remive exusting content. I could tell you how for git but not for svn

@Snapey If we use git I fix(I think) but I don't know svn to. I fix problem, first step delete folders then commit, second step (If laravel create automaticly) create folder then commit emty folder, (optional third) third step give permission. Now it is working, it is not see unnecessary files. My problem(fear) delete stroage/framework/cache, stroage/framework/sessions and stroage/framework/views folders. I try and it works. Thank you for yours all help and If my english is not clear I am sory :(

@onurzdgn all of storage folder can be deleted, but empty folders are required -laravel will not create them for you, only complain
