Serving private files to google docs embed

Hi, I have a website in which an admin can upload a pdf, which is to be stored privately. Only the user the pdf is meant for and their assigned admin should be able to access it.

However, to display the pdf on the website I am using a google docs embed, which would need the pdf to be public so that it can be found by google.

Is there any way around this so that I can keep the pdf outside of the public folder but still use google docs to display it?
