Not sure what to tell you. Your host isn't letting you use a php command that the framework requires, and you say you can't change it. I guess your only option then is to find a new host.

Problem " open_basedir restriction in effect"
i have upload the script on my cpenal shared hosting when i try to login the system genrate an error;
"ErrorException in ExecutableFinder.php line 63: is_executable(): open_basedir restriction in effect. File(/usr/lib/php) is not within the allowed path(s): (/home/:/usr/lib/php:/usr/local/lib/php:/tmp:/var/cpanel/php/sessions/)"
Important: I can't change the server settings due to security concerns.
