On local environment I would run php artisan storage:link to create a symlink, but I cannot run it on server due to the hosting plan limitation. Any other way to create the symlink? i have no shell access :(

You could try to execute the Artisan command from a route or controller, e.g. something like:

Route::get('/storage-link', function () {
    $exitCode = \Artisan::call('storage:link');
});
