Your website IP should remain constant. It should be added to your DNS so that it can be accessed by domain name.

@ZohaibAhmed You can’t change your IP address via Laravel. Your local IP address is generally provided to you by your DHCP server (your router or switch); your router’s IP address is provided by your ISP.

As you don't know how to deal with dynamic IP addresses, It does not sound like you are a networking expert.
Besides what possible role could a laravel application play in a VPN ?
