Laravel Herd Not Work My Country

Hello everyone. I am using Laravel 11 and Herd. I live in İstanbul/Turkey. When I was trying to download it gives me ERR_CONNECTION_RESET error then I download with vpn. After this when I try to downoad PHP version an update PHP version again I need vpn. Now I try to require Livewire and it not include without vpn. Why I have this problem and how can fix it?
