I have worked with Java-frameworks and still do, but also work a lot with Laravel. I haven't seen the Play framework. The only reason i would choose for a Java-framework for a particular job is, because there is already an ocean of available Enterprise-level packages in Java. To rewrite all that logic and use Laravel is just too much work and will costs you a ton of money (literally a ton ^^). The ease of use of PHP frameworks like Laravel makes it much more enjoyable to write your applications. I would default to Laravel, but pick Java if my hand is forced like that :)
