Issue with sqlite3 - Windows 10

I am trying to run the following command but I keep receiving the error shown below. I am currently using Windows 10. If this issues is not related with the community, I apologize for this, you can delete it please.

I tried to run the "sqlite3 C:\AppServ\www\phpvms-master\database\testing.sqlite """ manually without success. I keep receiving the following error: "sqlite3.exe - System Error The code execution cannot proceed because MSVCR90.dll was not found. Reinstalling the program may fix this problem."
