Check your S3 bucket permissions. You could possibly have some rule in place that allows only certain regions to access it.

ERR_CONNECTION_RESET
Hi Guys, I have a quick question I’ve created an admin panel(Laravel+vue) so admin will update a pdf document through panel so my logic will convert each pdf page into the image and save into AWS s3 bucket. everything woking great. but the problem is I can upload a document from my location (USA) it is going through. But If someone who is out of the USA he is not able to upload a document at all. He is getting an error like this `ERR_CONNECTION_RES. Do you guys have any idea why it is making noise / how to fix this issue? Any help/suggestions that would be great. Thanks!

It might be they don't have as fast as internet as you do, and hit the php max_execution_time limit. Once the time limit is hit while uploading/processing the upload, php just exits and releases the connection for the next one. PHP's default is 30 seconds, which isn't much time for larger files or slow connections.
