Yes, you can use XAMPP if you have all necessary dependencies from PHP version, database, etc.
PS: I would try to solve Docker issues instead.

docker project not working
i have a project build using docker , i was asked to work on project but i encounter issue why setting up docker on my windows , i would love to know , is it neccessary to continue using docker for this project , can i just use xampp and how would i make this work

@MohamedTammam solving the docker issue is currently hard for me right now ,the css and js of the project are not rendering
