create the directory and make it writeable? I know this is the obvious answer but you have not mentioned why you cannot do this?

bootstrap\cache directory must be present and writable
Hello guys, how can I solve this error,
In PackageManifest.php line 177: TheC:\xampp\htdocs\cherry_han\bootstrap\cache directory must be present and writable.
The errors always show in every project.

@Snapey I have already try all methods, it's not work. Remove the bootstrap file, recreate it, that also not working. When I make all projects to zips and run in other desktop, it totally fine. I think there is something wrong with my laptop, so I remove microsoft onedirve from my laptop, luckily all projects start running, but when I close xampp and run again, this error show again
