For people like me, who does something else for a living, PHP Storm is kind of expensive. I have thought a few times to buy it but i recoil at spending $80/year. I have been very happy with VSCode, i think it does most of the things that you want to do. Can i ask why you don't like VSC?

@sinnbeck I ignored the paid subscription part.

Ok, I guess Sublime or Atom? Is Brackets still a thing?

This question deserves the response... why not VS Code? It is basically considered a standard at this point.

Actually... sure... Vim is the right answer here.

@fylzero agreed. And yes vim is a perfect alternative. Our previous lead programmer refused to use anything else.

It depends on your taste and programming experience, but i recommend using Atom or sublime for beginners

There is always Netbeans and Eclipse for a more IDE feeling and both are free.

If you are still a student, or are studying somewhere, you can use PHP Storm for free. If this is the case, PHP Storm is number 1. If you are no longer a student and have to pay for it, I would go for VSCODE. For VSCODe nice plugins are available. Of course it's not a full blown ide but it will come to an end. If you combine it with https://blog.pusher.com/vscode-extensions-laravel-development/ you would be really good to go.

If you can be happy with partial solution then you can pick VSC. If not then go with PhpStorm. I personally use either Sublime or PhpStorm. VSC is not fast as Sublime and not as good as PhpStorm.
