forge truning off SSR

thanks, im having a nightmare with ssr, i turned it off to check issues on the site, and the issues were gone apart from one, it seem like it was a hydration issue so checked in terminal if inertia was off , but its still on

php artisan config:show inertia.ssr.enabled

inertia.ssr.enabled ......................................................................................................................... true

but i turned off in application and there is no daemon running, this is weird, hope you can help
