Any ideas on how to create a fragment of code in Laragon terminal

I'm on win10 x64 and i'm using laragon as my dev server. And using its cmder terminal. Any ideas on how do i create a fragment of code to translate into php artisan. Say when i type art in my cmder terminal it just automatically translate into php artisan. Any ideas?
