Text Based RPG

Hello all, hope you are all well. I just need a few tips on how I will start of my journey on creating a text based browser game.

Previously, I use to own one and I just simply used pure PHP HTML CSS JS MySQL. This was over ten years ago.

I'd like to recreate my game with todays standards.

The game had simple functionality with a few features that were a bit complexed. If you ever played Torn before, it is a similar concept. You'd create your own character and start on level 1 and have stats. You'd either go to the gym or do some crimes in order to level up or improve on your stats. You'd have the ability to attack other users sending them to the hospital or have your own property there are plenty of more features this was just the basic I covered.

Now, I'd like to know what will be the best course of action? What languages I should use? I'd like to also have a IOS/Android APP in the feature if the successfulness of the game determines it. Please reply with a response and allow me to expand my knowledge. Thank you.
