I can access api.github.com throught cmd curl but not composer diagnose and create-project

Hi I am trying to install laravel using following command: composer create-project laravel/laravel app composer tries to download laravel zip from api.github.com but it says: failed to download laravel/laravel from dist: curl error 28 while downloading https://api.github.com/...... can any body help me please?
