how to add themes to phpstorm

Did you add it in plugins? Go to your settings and type "plugins" into the search box. Look for the material theme.

yes now i want to add the peacocks i found that in github so what should i do ? ...thanks

Not exactly sure, I've only used the default themes that come with material theme. Does the repo have instructions?

In phpstorm, try going to Editor/Color Scheme in the settings. Click the 3 dot menu and select "Import Scheme" and browse to where you saved it on your computer. Does that work?
