Are you 100% sure that your console location really is your Laravel project root folder ? Because this error occurs when you're not.

am in the laravel folder and i am trying to run php artisan serve but it shows this error Could not open input file: artisan. don't know why please help me

Install composer... make sure composer is in your path... install laravel installer globally.
