I'm gonna guestimate at least 1,000 hours and on up.

@johan It’s impossible to estimate with such a loose “brief”. Also, is this an actual project, or are you just wondering how much it costs to build something like Facebook?
If the latter, remember Facebook has hundreds of engineers working on the product full time, and has done for years now. That’s a lot of money.
Depending on the scope, meaning the features and intended user, you would need a few things to do it "right". A php developer or two, a database developer that will work with your PHP developers as at least a consultant, and a frontend developer or two depending on how interactive you want the UI.
Your up to a possible 4 full time and one part time persons. Possibly more like I said depending on the scope.
For a six month turnaround I would guess around $200,000. This would be for a large scale project and you would also have to consider updates and further development after initial development.
A small super specific case under $10000 but figure in issues and quality.
