You need to contact support through forge. Sometimes it is a github issue but stuff that like is based on specific cases.

Continuously Queued For Deployment
We have an issue with one of our Forge servers where it seems that the latest deployment we have pushed from Github has jammed and been stuck on "Queued for deployment". This has been over several hours now.
How is this fixed? What is the cause?

You can reset the deployment state at the bottom right of the site management panel. There is a drop-down “Self Help” menu.
