Laravel Mix + Vue-Loader 15

I am having some difficulties configuring my webpack config correctly in Laravel Mix to use Vue-Loader 15. I have spent the past 15 hours trying to configure it properly. I tried reverting back to Vue-Loader 14.2.2 but cannot seem to get it to work.
