Is it possible to trigger a Nova action without a selection?

I have some actions that generate global exports (or other operations) that do not depend on the current selection, however, the action ... widget does not appear until one or more records are selected in a resource. Is it possible to define actions that can be triggered without having a current selection? A simpler example would be to be able to export all records in a resource without having to select them first.
