I got xdebug wotking with Herd by adding the configuration I needed into ~/Library/Application Support/Herd/config/php/php.ini.

In my case I copied in the contents of /opt/homebrew/etc/php/8.2/conf.d/xdebug.ini

which php
/Users/jonsugar/Library/Application Support/Herd/bin//php

php -v
PHP 8.2.6 (cli) (built: Jun  2 2023 23:59:34) (NTS)

Editing the internal Herd files is not ideal, hopefully Beyond Code figure out a solution soon. It does work though if you are willing to put up with it.
