If it's for news I would guess they could use Adobe Photoshop do what they need and upload the image.
There are JavaScript packages, but you will not find anything as good as Adobe Photoshop for that.

Photo and Text Editor
I'm coding a news website portal. When the admin chooses the image of the news to be published, he can upload the image and publish it by making various text edits on this image. Does anyone have such an editor or package information?

thanks for the answer. But this will not be a good method. I don't want to edit the image, I just want to write on the image.
