Well, it depends on what you're trying to build. The question should be how many concurrent connections do you expect to have, are you competing with something like Teams or is it just an internal tool?
Anyway, I'm not sure if Heroku offers this at all. I see a lot of add-ons that handle video hosting and storing, but you need video streaming. There are a lot of third-party services out there that can offer this for you. You then only have to implement their API in your application ;)

Sure, it’ll give you a runtime that will serve a PHP application via either Apache or nginx, and you can install MySQL or Postgres as an add-on for your database, but you’ll still need to set up and configure anything to do with video meeting.
