Error installing package

The following error is displayed when installing the "composer require irazasyed / telegram-bot-sdk" package:

[Composer\Downloader\TransportException] curl error 7 while downloading https://repo.packagist.org/p2/irazasyed/telegram-bot-sdk.json: Failed to connect to 127.0.0.1 port 63451: Connection refused

Can anyone help me with this?

I found the answer myself

In the Windows Environment variables section, we need to delete the http_proxy variable.
