mix not found on Laravel fresh install [update]

Hello! I have a fresh new Laravel v.8.21.0 install and when I try to compile npm I keep getting mix not found.

npm install gets stuck here:

[            ......] | build:copy-descriptor: sill linkStuff [email protected] has /home/vagrant/code/node_modules as its parent node_modules

Is anybody else going through the same issue? I've been working with Laravel for years and never had this problem.

npm install

npm install actually gets stuck here

It's been there for many minutes now.
